Abstract

To modernize budgeting system is a challenge issue in many developing countries. To some scholars (Schick, 1998a, 1998b; Ma, 2009a), developing countries must first put into place basic budgetary controls before moving to more advanced models of budgeting. This approach of “basic first,” however, is questioned by others (e.g., Andrew, 2006). Drawing on China's recent budget reforms, this essay reconfirms the validity of the “basics first” approach. In China, budget reform since 1999 has begun to install budgetary controls for state finance, leading to an enhancement of budgeting capacity and financial accountability. However, governments at the same time have begun to be plagued by the unexpected problem of delays in spending and the accumulation of significant underexpenditures. Contrary to what many people may believe, we contend that this somewhat odd problem arises not because the new budgeting system has exercised too much control but rather because the new system is not yet effective in exerting budgetary controls.

Abstract

Propose

The purpose of this paper is to propose a local orientation and navigation framework based on visual features that provide location recognition, context augmentation, and viewer localization information to a blind or low‐vision user.

Design/methodology/approach

The authors consider three types of “visual noun” features: signage, visual‐text, and visual‐icons that are proposed as a low‐cost method for augmenting environments. These are used in combination with an RGB‐D sensor and a simplified SLAM algorithm to develop a framework for navigation assistance suitable for the blind and low‐vision users.

Findings

It was found that signage detection cannot only help a blind user to find a location, but can also be used to give accurate orientation and location information to guide the user navigating a complex environment. The combination of visual nouns for orientation and RGB‐D sensing for traversable path finding can be one of the cost‐effective solutions for navigation assistance for blind and low‐vision users.

Research limitations/implications

This is the first step for a new approach in self‐localization and local navigation of a blind user using both signs and 3D data. The approach is meant to be cost‐effective but it only works in man‐made scenes where a lot of signs exist or can be placed and are relatively permanent in their appearances and locations.

Social implications

Based on 2012 World Health Organization, 285 million people are visually impaired, of which 39 million are blind. This project will have a direct impact on this community.

Originality/value

Signage detection has been widely studied for assisting visually impaired people in finding locations, but this paper provides the first attempt to use visual nouns as visual features to accurately locate and orient a blind user. The combination of visual nouns with 3D data from an RGB‐D sensor is also new.

Abstract

Purpose

The purpose of this paper is to demonstrate how commercially‐off‐the‐shelf sensors and stimulators, such as infrared rangers and vibrators, can be retrofitted as a useful assistive technology in real and virtual environments.

Design/methodology/approach

The paper describes how a wearable range‐vibrotactile device is designed and tested in the real‐world setting, as well as thorough evaluations in a virtual environment for complicated navigation tasks and neuroscience studies.

Findings

In the real‐world setting, a person with normal vision who has to navigate their way around a room with their eyes closed will quickly rely on their arms and hands to explore the room. The authors’ device allows a person to “feel” their environment without touching it. Due to inherent difficulties in testing human subjects when navigating a real environment, a virtual environment affords us an opportunity to scientifically and extensively test the prototype before deploying the device in the real‐world.

Research limitations/implications

This project serves as a starting‐point for further research in benchmarking assistive technology for the visually impaired and to eventually develop a man‐machine sensorimotor model that will improve current state‐of‐the‐art technology, as well as a better understanding of neural coding in the human brain.

Social implications

Based on 2012 World Health Organization, there are 39 million blind people. This project will have a direct impact on this community.

Originality/value

The paper demonstrates a low cost design of assistive technology that has been tested and evaluated in real and virtual environments, as well as integration of sensor designs and neuroscience.

Abstract

Purpose

The purpose of this paper is to provide an overview of navigational assistive technologies with various sensor modalities and alternative perception approaches for visually impaired people. It also examines the input and output of each technology, and provides a comparison between systems.

Design/methodology/approach

The contributing authors along with their students thoroughly read and reviewed the referenced papers while under the guidance of domain experts and users evaluating each paper/technology based on a set of metrics adapted from universal and system design.

Findings

After analyzing 13 multimodal assistive technologies, the authors found that the most popular sensors are optical, infrared, and ultrasonic. Similarly, the most popular actuators are audio and haptic. Furthermore, most systems use a combination of these sensors and actuators. Some systems are niche, while others strive to be universal.

Research limitations/implications

This paper serves as a starting point for further research in benchmarking multimodal assistive technologies for the visually impaired and to eventually cultivate better assistive technologies for all.

Social implications

Based on 2012 World Health Organization, there are 39 million blind people. This paper will have an insight of what kind of assistive technologies are available to the visually impaired people, whether in market or research lab.

Originality/value

This paper provides a comparison across diverse visual assistive technologies. This is valuable to those who are developing assistive technologies and want to be aware of what is available as well their pros and cons, and the study of human-computer interfaces.

Abstract

Purpose

Drawing on power approach-inhibition theory, this study develops a conditional indirect effect model to explore how team vertical leader position and expert power indirectly impact members’ shared leadership through vertical leader’s empowering behaviors.

Design/methodology/approach

Multi-source data was collected using a field survey research design. The final sample includes 944 employees in 164 teams from 14 companies in China.

Findings

This study found that the interaction of team vertical leader position power and expert power was positively related to their empowering behaviors, which in turn were positively associated with shared leadership. Moreover, our post hoc-analysis revealed the moderating effect of team power distance orientation on the relationship between vertical leader empowering behaviors and shared leadership.

Originality/value

This study sheds light on shared leadership literature by examining vertical leader position and expert power as antecedents. We also offer new directions for exploring how power functions by discussing leadership through the lens of power approach-inhibition theory.

Abstract

Purpose

This paper aims to investigate the relationship between exchange ideology and employee creativity based on the social exchange perspective. It also attempts to examine the mediating role of perceived shared leadership and the moderating role of vertical moral leadership.

Design/methodology/approach

Multilevel and multisource data were collected from 56 research and development (R&D) teams with 306 employees. Hypotheses were tested with multilevel path analysis.

Findings

The authors found that exchange ideology was negatively related to both perceived shared leadership and employee creativity, and perceived shared leadership mediated the relationship between exchange ideology and employee creativity. Moreover, we revealed that vertical moral leadership buffered the negative relationship between employee exchange ideology and perceived shared leadership and also the indirect effect of exchange ideology on employee creativity via perceived shared leadership.

Research limitations/implications

Organizations should select employees with a relatively weak exchange ideology when forming teams to conduct creative tasks. Moreover, team leaders should make great efforts to facilitate the development of shared leadership among team members while to be a moral leader.

Originality/value

This study extends creativity literature by investigating the effect of exchange ideology on employee creativity. It also sheds lights on leadership research by examining the mediating role of perceived shared leadership and the moderating role of vertical moral leadership.

Abstract

Purpose

To understand the service performance of full ceramic ball bearings under extreme working conditions and improve their service life, dynamic characteristic tests of full ceramic ball bearings under ultra-low temperature conditions were carried out by a low-temperature bearing life testing machine, and temperature rise and friction were measured under extreme low-temperature environment.

Design/methodology/approach

The heat-flow coupling model of bearing was established by CFD software, and the test results were further analyzed.

Findings

The results show that the temperature rise of the bearing is not obvious in the liquid nitrogen environment. With the increase of the chamber temperature, the lubrication state of the bearing changes, resulting in the temperature rise of the outer ring of the bearing. As the temperature of the test chamber increases, the friction force on the bearing increases first and then decreases under the action of multifactor coupling.

Research limitations/implications

The research results provide test data and theoretical basis for the application of all-ceramic ball bearings in aerospace and other fields and have important significance for improving the service life of high-end equipment under extreme working conditions.

Abstract

Purpose

This study aims to explore the formation mechanism of aerodynamic noise of a high-speed maglev train and understand the characteristics of dipole and quadrupole sound sources of the maglev train at different speed levels.

Design/methodology/approach

Based on large eddy simulation (LES) method and Kirchhoff–Ffowcs Williams and Hawkings (K-FWH) equations, the characteristics of dipole and quadrupole sound sources of maglev trains at different speed levels were simulated and analyzed by constructing reasonable penetrable integral surface.

Findings

The spatial disturbance resulting from the separation of the boundary layer in the streamlined area of the tail car is the source of aerodynamic sound of the maglev train. The dipole sources of the train are mainly distributed around the radio terminals of the head and tail cars of the maglev train, the bottom of the arms of the streamlined parts of the head and tail cars and the nose tip area of the streamlined part of the tail car, and the quadrupole sources are mainly distributed in the wake area. When the train runs at three speed levels of 400, 500 and 600 km·h−1, respectively, the radiated energy of quadrupole source is 62.4%, 63.3% and 71.7%, respectively, which exceeds that of dipole sources.

Originality/value

This study can help understand the aerodynamic noise characteristics generated by the high-speed maglev train and provide a reference for the optimization design of its aerodynamic shape.

Abstract

Purpose

The purpose of this paper is to investigate factors influencing intent to adopt unmanned aerial vehicles for use in agricultural operations in Jilin Province, China.

Design/methodology/approach

This paper uses probit analysis to estimate the influence of factors on intent to adopt unmanned aerial vehicles for plant protection application operations in Jilin Province, China based on the Technology Acceptance Model.

Findings

UAV technology is acceptable to most participating farmers. Gender (male), agricultural income ratio, understanding of new technology, perceived ease-of-use and perceived usefulness have a positive relationship with farmers’ willingness to adopt UAVs.

Practical implications

For application, crop monitoring and other farm operations, UAVs have clear advantages. There remain challenges associated with the development of applicable technology and facilitating adoption among farmers. Understanding factors affecting adoption will contribute to the latter, and brings forth the following recommendations: conduct research on the cost effectiveness of UAVs for agriculture; accelerate development of the information service system; and increase financial support.

Originality/value

This paper is among the first to consider adoption intent among Chinese farmers of use of UAVs for agricultural operations.
